I try to launch my server on dedicated windows server, but i've got an error with direct x.

I think you are trying to launch the "client-server" or what ever it is that comes with the client. You need to get the actual dedi-server: http://steamdb.info/app/320850/
You need steamcmd for this. I have our gaming communitys server now running on Windows server 2008 R2 (VM on Xen).
