Is it quicker? What are the advantages in general?

Generally it's about quality and durability, though I have to admit, that I missed the last 2 patches =)

I have not noticed any speed increase while using steel, the only reason I use them is because they last around two hours as opposed to 30 minutes for the weaker picks.

I believe a pickaxe is 33% faster than a primitive pickaxe, and a hardened steel pickaxe is 33% faster than a pickaxe.

Are you making some really low q picks? Mine always last quite substantially longer than that. Unless you're playing on a fast server then I suppose going through tiles more quickly would make a difference.
