Why i cant make a guild monuent?

I have 10 members, when i try to make i receive this msg :

I cant claim in this lands.

We dont have any claims around.

Someone knows about this bug/problem?

Should be working now, have had 2 different ppl be able to make claims over the last couple of hours.
