I agree with you, not on epleland. But maybe with a twist.
If negotiations fail and standing towards eachother is both in war, one should be able to siege the other. This ofcourse would only apply when both party's agree to war, where a timer should be placed that a war at least has to last X amount of days, to prevent abuse of such a system. (turn off war status when attendance gets low and the likes).
