Soil q should not degrade 100% after a harvest. I propose degrading 30q each time. So q30 soil would become infertile, q90 soil could yield 3 harvests (of reduced crop q). Also, an infertile field could/should increase in fertility over time, if left alone, to its original q. I suggest maybe just 1 point of quality per game week (as nature works slow).
