Footprints are just a temporary decals and not even sure if you can see other's footprints.
Animal tracking is a whole another story and when you will use that ability, footprints trace will appear somewhere nearby that should lead you to the animal. and while you're tracking it - it will leave footprints, but only visible to the tracker.
so you will see no random footprints of animals or players - that's just too much of s stress on server and network.
so when you use the skill tracking, it will only then show you the footprints that might be around you from animals and you can start tracking them?
thats very reasonable and saves server load, since usualy when you dont need it you dont watch the footprints much.
as for tracking other players for me has a much lower priority, since you will get stalked much on visual contact anyways and the deep forest would be a place where you find relative peace. but then ofc it would be a nice feature to track down other players. but it needs to be balanced and should have a counter skill like "smudge" tracks or the ability to set up a trap...
