Areas to get Player stats up?

Areas to get Player stats up?

Library's, work out area/gym, churches. i have maxed out skills and cant get strength and other things up because my skills are locked......

There's a cap, it's flexible.

There is a school building though and I'd love to know what it will be for.

and there is a barracks for drilling.

Stats are not going up when sill is max or locked. I posted it as a bug but was shouted at it's "game design" and "UO style".

Hope more players will force to change this nonsense game mechanic.

The current skill system is one of the best features.

What I usually do to get exact stats I want, is to gradually downgrade/upgrade related skills. After that just lock stats and get your desired skills back. Sometimes you have to downgrade your max-out skills to get stats you want, but that is the way it's designed. Honestly, I don't think it's the best way to do it but I don't know why it's done like that, there are should be some logic behind it.
